An article from the Orange County Register of December 26, 1989 describing the very heavy traffic congestion on the 91 freeway for residents who live in Riverside County, and work in Orange County.  It also discusses the amount of money that is needed in order to widen the freeway and lessen the congestion.  There is a second short article that talks about charging every driver $1 a day, round trip, to help offset the cost of improving the freeway.
